The Pre-Design and Engineering Division’s purpose is to continually improve the quality of the Borough’s public infrastructure system, providing our citizens with the safest, most efficient, environmentally sound, and balanced transportation system possible.

PD&E Admin/Management

PD&E’s Administration/Management unit is responsible for:

  • Transportation project development and project agency coordination
  • Identification, application, and securing of local, State, and Federal funding for road, bridge, dike/revetment, railroad, and transit projects
  • Development and completion of funding and maintenance agreements

Right of Way (ROW) Acquisition

ROW support for other Borough departments and the Mat-Su School District, including:

  • Negotiation and acquisition of ROW for transportation projects
  • Identification of public ROW
  • Research and support of the reconnaissance and preliminary design phase for transportation projects
  • Utility expansion route consultations
  • Coordination of MSB-ADOT&PF ROW transfers
  • Review of engineering designs for identification of ROW needed
  • ROW title identification and appraisal management
  • Management of acquired ROW for active projects

Survey

Surveying related to community development projects, transportation projects, and code compliance investigations:

  • As-built locations of property corners
  • As-built existing conditions for projects in pre-design phase and code compliance investigations
  • As-built existing conditions post-construction for bridges, dams, roads and buildings
  • As-built and record utilities on MSB property
  • As-built roads to dedicate ROW
  • As-built and compute volumes for the landfill
  • Computation of property/ROW lines from found monumentation or flag lines on the ground
  • Drafting of existing condition maps for projects in pre-design phase and code compliance investigations
  • Creation of topographical base maps for in-house design
  • Creation of elevation certificates for MSB parcels
  • Staking of ROW lines and easements for MSB code compliance and road service areas
  • Creation of subdivisions for MSB projects and land sales
  • Drafting of legal descriptions and exhibits for ROW acquisition done in-house on MSB property
  • Drone surveys to support platting actions, emergency efforts, strategic planning, and project work

Engineering

The Engineering staff are responsible for:

  • Implementing the reconnaissance and concept/preliminary design phases of transportation projects
  • Engineering support for other Borough departments and the Mat-Su School District
  • Develop and update standard specifications and drawings
  • Environmental analysis and engineering (water, septage, stormwater, and solid waste)
  • Damage inspections
  • Trail conceptual design
  • Private subdivision development review, including: plat review, road inspection and road certification
  • Driveway and utility development reviews
  • In-house design and mapping
  • Collection and analysis of traffic data throughout the Borough
  • Review of project design and construction documents
  • Bridge program management
  • Dikes, revetments and dam management
  • Development of cost estimates; scope, schedule and budget
  • Drafting Requests for Proposals (RFP)
