Army Colonel heads Public Works

Col. Terrance "Terry" Dolan joined the Matanuska-Susitna Borough as Public Works Director this month. Dolan comes to the Borough after a career of more than 29 years with the U.S. Army at bases around the world including Panama, Korea, Germany and Iraq. He has been awarded the Bronze Star Medal four times for service in combat between 1991 and 2013.

“As I thought about my transition to civilian life I knew I needed to find a position where I could keep doing the things I find most important and satisfying in my military career," Dolan said.   "I see the Public Works position as an opportunity to be part of a team doing important work and a chance to continue to serve our Nation and specifically the people of this Borough.”  

Dolan arrives, as the Borough undertakes more than $300 million in construction projects including school bonds, road bonds, road grants, fire halls, and more.

Most recently Dolan has served as Senior Advisor for the Office of Security Cooperation, part of the U.S. Embassy in Baghdad, Iraq.  Prior to this, he served as the Chief of Staff for Alaskan Command and Joint Task Force Alaska at Joint Base Elmendorf - Richardson.  Dolan also served at Fort Wainwright near Fairbanks from 1998 to 2001. 

Throughout his military career Dolan has proven to be a strong leader, successful in strategic and operational planning, management of government contracts, and management of operations, logistics, training, human resources and safety programs.  Dolan is also a UH-60 Blackhawk helicopter pilot and commanded the Army’s helicopter and airplane flight training brigade at Fort Rucker, Alabama. 

Dolan received a Master’s of Science in Management degree from the University of Central Michigan and a Master’s of Science in Strategic Security Studies degree from the National Defense University.
